To the idea of an English parliament we say not today, not tomorrow, not in any kind of future we can see now. Devolution strengthens the union of the UK. English votes for English issues would wreck it.

I can see that there could be a distinctive English agenda, and indeed the effect of devolution has been that in Scotland and in Wales different policies have been pursued because that’s what devolution has allowed. But I think the critical question is what most preserves the Union.

As for regionalism, it is all murk. Does he also agree that they do not take account of English national identity? Had I suggested that Scotland should be split into two for regional government purposes, there would have been an outcry from the hon. Gentleman's Scottish colleagues on the devolution issue.
